The character is the Aboriginal Man and the Ibis which represents The Murray River. This is one of three which represent the rivers that Adelaide receives most its water from.
The other two characters are, The Women and the Black Swan (representing the Torrens River), The Women and the Heron (representing the Onkaparinga River).
